Rome has more five star plaques than five star hotels. The city runs on reputation, and half the famous names coast on it. The properties below do not. They hold their standard through August crowds, state visits and fashion weeks, which is the only test that counts.
Location decides your trip. The triangle between Piazza del Popolo, the Spanish Steps and Via Veneto puts everything within a walk. Monti gives you the Colosseum side with fewer tour groups. Anything sold as central beyond that ring usually means twenty minutes in traffic each way.
